VMK Rules and Values

I've changed some of your entries under the VMK Rules and Values since I'm not aware of any credible reports that a persons ban had been extended after a review. I've also removed the note about the CL program being revamped since such a change would be better on the CL page, there is no proof that the program is changing, and there is no proof that even if it was that the rules about being banned would change. If theres proof, then by all means re-add them in appropriate locations, but DOW tries to be a source of facts, not a list of speculations.
