How To Get It
To get this quest, you must reach Notoriety 10. A quest will appear with out warning in your quest journal.

Go into any woods, it doesn't need to be in Port Royal. There are many types of Undead Skeletons, but you need to kill at least 4 Undead Pirates.
Coal
Task: Recover 5 buckets of coal from a storage container.(0/5)
Description: Recover coal from barrels in Navy Forts.
Reward: 100 point Notoriety increase

Fort Charles is in Port Royal. Head west, and you'll see a gray fort, go there. Barrels are guarded by Navy Soldiers, some are tough, so be careful.
Fine Steel Rods
Task: Recover 2 steel rods from East India Trading Co Level 7+ ships.(0/2)
Description: Recover fine steel rods from East India trading Company ships (Lvl 7+).
Rewards: 100 point Notoriety increase

Get on one of your boat/s and set sail. Near the middle of the sea, there's many EITC (East India Trading Company) ships. Sink level 7 or higher or you won't get your quest completed.
Sterling Silver Ingots
Task: Recover 2 silver igots from East India Trading Co Level 7+ ships.(0/2)\
Description: Recover sterling silver igots from East India trading Company ships (Lvl 7+).
