Loony Louis

Loony Louis, who owns Used Clown Cars on Silly Steet, needs help rebuilding a clown car, and boy is it messed up! It's missing all four tires, but not because they were stolen by the Cogs. Louis' friend Loony Bob took them and threw them into the Toontown Central Playground pond. Louis doesn't want to get them himself though, so it's your task to go fish up all 4.

After returning the tires, Louis is all happy that he can drive his car again! Except... wait... he lost his air pump. He thinks he lent it to his friend Lucy Tired at Crack Up Auto Repait on Loopy Lane, and sends you to go check. She, however, refuses to give you the pump until you defeat 6 level 3+ Cogs.
