You can only complete this quest if you have recieve the Diving pin from the Ships and Shipwrecks quest.

Quest Description

This quest is available in four different degrees of difficulty: Easy, Medium, Medium-Difficult, Difficult.

You must first have the dive quest pin before you can do this quest. Wear it like any other magic pin and use it to get into the tanks and collect quest items.
